Captain Jonathan Spaner is the Director of the Office of Emerging Policy of the US Coast Guard. He is also the Senior Arctic Policy Advisor and leads a delegation on behalf of the State department to the Arctic Council focused on developing a circumpolar business forum.
Michael Byers is a professor at the University of British Columbia in Vancouver, where he holds the Canada Research Chair in Global Politics and International Law. His work focuses on the international law and politics of the Arctic. Dr. Byers has been a Fellow of Jesus College, Oxford University, and a Professor of Law at Duke University.
