The House is expected to vote on a key foreign surveillance law set to
expire next week. The fight over the Foreign Intelligence Surveillance
Act, or FISA, has pit national security hawks who defend the government
surveillance program against lawmakers who say it's been used to

now leads the Liberty and National Security Program at NYU’s Brennan
Center for Justice.
