Elisabetta Gualmini, S&D member of the European Parliament and Professor of Bologna University, and László Andor, FEPS Secretary General, discuss in this FEPS Talks podcast episode the chance of the Multiannual Financial Framework (MFF) to be adopted in time. They also analyse the nature and the implementation of the Recovery Plan, from the perspective of progressive requirements. As member of the EP Committee on Budgets, Gualmini highlights the importance of innovation in the area of own resources. She clarifies that this is not about taxing the citizens but the big companies and multinationals with a new type of taxation like the digital or the carbon tax. Gualmini and Andor agree on the need to bring back to the table the Financial Transaction Tax and they also highlight the innovative aspects of Next Generation EU like the common debt and the grants (even if there is still no clarity about some aspects like the loan repayment). Finally, they extend the discussion to rule of law conditionality and the job creation potential of EU budget instruments.
