A new Civilization game is always a cause for celebration. But what has changed? What has remained? Is it a revolution or an evolution? In this case, it turns out to be more of the latter. It's a fun game, it has some great ideas, but at its core it remains the same Civilization game it has been for decades. But... is that a bad thing?
