Is Provisionism Anti-Reformed?

James White confronts Leighton and Provisionism, once again, on his most recent Dividing Line broadcast. White continues to attempt to remove the universality of God's expressions of love and provision for all people, contrary to what some other Calvinists teach in reference to these passages (ie the two wills of God approach).
