This Isn’t a Sunshine & Rainbows Type of Step

What does the title mean? It means this step in change isn’t ready to be made. It isn’t going to be all “sunshine & rainbows” because there are steps that need to be addressed. So with the Military Justice Improvement & Increasing Prevention Act, why do we think we can sprinkle big picture things in without take certain steps first? I’ve preached this 101 times that y’all aren’t asking the right questions… so if it doesn’t pass, it just means we can make improvements vs causing more harm to victims.
