In 1989, 15-year-old Craig Price confessed to murdering two single mothers, Rebecca Spencer and Joan Heaton, and Joan’s daughters, Jennifer and Melissa. However, juvenile offender laws only allowed Craig Price to be incarcerated until he was 21. In this episode, learn how the State of Rhode Island worked to keep Craig Price imprisoned over the past 35 years.
