Moshe Rabbeinu gives his last words. His final monologue. 
The jews are getting cold feet about the conquest of the land of Canaan.
Moshe inspires them. The Eben Ezra translates this verse to teach us that fear of God must be the top level fear.
We have a fear hierarchy and God must be on the top of it.
The Torah continues to tell us, to fear our mom and dad. Each fear needs to be at the perfect level.
 The Torah requires the right level of fear. 
When we drive a car we take on that fear against the reward. It is all about he the level we fear something.
First comes fear says the Alter of Kelm.
The enemies we hear in parshas Shlach are described as bread they are non-entities. No need to worry when you fear God. All else is secondary. This thought brings peace and tranquility.
