Mindset or Skillsets - which is more important?

Have you ever heard the saying - I'd rather have ignorance on fire than knowledge on ice?

A saying that gets thrown around a lot in the Network Marketing industry. And if you subscribe to it - then you would say that skills are more important than mindsets. 

But then there's just as many people who would say that without goals / vision - there's no drive to do the work; suggesting that mindset is primary, skillsets are secondary.

So which one is it? 
Which is more important? 

And which should you prioritise?
