OPP - Who gets a say in the baby's name?

Connie's son and daughter-in-law are having their second child. They gave their first child a middle named that honored the daughter-in-law's side of the family. Now that baby #2 is coming, Connie thinks they should use a middle name that honors her son's side of the family. She says it's only fair, especially since the middle name has already been passed down through a few generations. Who gets a say in the baby's name?
