Secretary of State Jeremy Hunt MP posed that question over two years ago when he set out his vision for new local tv stations across the UK. The deadline for submissions from the would-be tv operators in 21 towns and cities closed this week and now we have a clearer picture of how Jeremy Hunt's question might be answered.
