Seventy one degrees, brisk under blue skies in Boston at four o'clock and good afternoon. I'm Madison Rodgers. Here's what's happening. The state's largest hospital system suspends elective procedures due to a nationwide shortage of IV fluids in the wake of Hurricane Helene. Mass General Brigham made that announcement, postponing non emergency surgeries that were scheduled for tomorrow at least through Wednesday. Helene damaged a crucial IVY fluid factory in North Carolina,

leaving official scrambling to find solutions and a statement. Mass General Brigham says, we don't know when our supply will improve, but they are closely monitoring the situation to I'm sure they can return to normal operations as soon as possible. The hospitals are reaching out to impacted patients. In Florida, the death toll from Hurricane Milton has now risen to at least twenty three people. Residents along the Gulf Coast

are returning to what's left of their homes. ABC's Jaqueline Lee is outside.

Tampa Floridians returning to their homes waiting through flooded streets and debris after Milton left a trail of utter destruction. Resident Christy Austin recalling the strong impact of Hurricane Milton, along with the pounding wind and rain that flooded her apartment.

Oh, I thought the windows were going to blow and that they might cut us in.

The category three storm, claiming at least sixteen lives and spawning a deadly tornado out.

Break, FEMA Administrator Dan chris Well is making a plea to Congress for more funds.

Chris Well says FEMA has enough money to support the immediate needs for everyone impacted by Helena and Milton, but that the eventual need for supplemental funding from Congress is quote just a matter of when. Compounding the issue staffing shortages,

sources tele ABC News. During the storm's only nine percent of FEMA's personnel were available to respond to any other disaster that could occur, and now the Small Business Administration is echoing the calls for more funding, saying new disaster loans are in jeopardy without Congress's.

Health ABC's at Christian Cordero reports frustration and flooding in a South End neighborhood after the second water main break in two weeks. The break has since been repaired. WBZTV's Beth Germano tells us the impacts will continue.

Deep into Tremont Street. Crews were working amid the mud and muck a one hundred and fifty year old water main with the sizeable crack all down its side, and neighbor Teresa Blevin's was more than frustrated.

The mess disgusting. The noise is disgusting as well.

The break sent water flooding into Tremont Street near Mass Half, nearly swallowing some nearby vehicles, while crews slogging through the water feverishly tried to stop the flow. This basement art gallery was the biggest victim, with mud piled up to its door.

It's just pretty hardbreaking.

Water filling the Piano Craft Gallery that's a non profit community space for local artists, damaging artwork that was stored and now requiring walls, furniture, all to be replaced at a cost that volunteers like artist Kamala Maud cannot afford.

You Having something like that all of a sudden has really impaired the gallery in financially on in the community side too.

Developing news right now, Boston homicide detectives are working with transit officials in Jamaica plane after a man was hit by an MBTA bus at the Forest

Hills Tea stop. This reportedly happened just before noon. The man was hospitalized with serious injuries. We are waiting for word on his condition at the hospital, but again, there are homicide detectives on scene. This is a developing story. Manchester, New Hampshire is trying to

January of twenty twenty three, they reached out to us that they wanted the property as part of the Ceminary Dame Brook Tunnel.

The project aims to tackle water quality and sewer overflow issues in the Merrimack River.

The mayor's office towns WBZTV that they've agreed to terms on the sale of the property, while the owners say they're still negotiating.
