Could MORE police funding—and thus better training—have saved Daunte Wright?

Colorado gubernatorial candidate Danielle Neuschwanger has experience and training in criminal justice. In an interview she did with NOQ Report, she said the killing of Daunte Wright at the hands of a police officer could have been a training issue. Is this an example of underfunding of police backfiring on Black Lives Matter?
