In late July, voters in the city of Millbrae, in northern San Mateo County, overwhelmingly recalled 2 of their 5 city councilmembers.  It’s a fight that started nearly a year ago, when former Councilmembers Angelina Cahalan and Maurice Goodman declined to publicly oppose a permanent supportive housing project.
