David Hittle, the city's new director of the Planning and Transportation Department, talks with Steve Volan about the documents that rule the planning process in this city: the Comprehensive Plan and the Unified Development Ordinance. We discuss how the department he runs works in practice, and the boards and commissions that collectively oversee the city's entire built environment.
