In the 2000s, Hayden says the U.S. intelligence community essentially knew what the terrorists were going to do before they did. This is a new day in the counterterrorism world. Terrorists have a distinct advantage, thanks to NSA leaker Edward Snowden. But Hayden says there is a way to win the battle.
