The rod: Every Child's Enemy

There is a popular saying; " Spare the rod and spoil the child." But those the rod necessarily mean flogging the child or making the child understand that what he/she has done is wrong and allow them make the necessary corrections. The Lagos State House of assembly pass a bill on cultist parents been send to jail along with there children. It made me think of a "what if", what if flogging the child makes the parent satisfy their conscience that they have done their best, but will that be the main purpose of the rod.
