The Gemara distinguishes between obligation and mitzvah. Also, the discussion of a decree that a man provide for his children while they're minors. Which leads to a list of complaints to various sages by community members about particular fathers in their midst who aren't providing for their children. At what point does the court insist that a father actually pony up and pay for his children's sustenance?
