Should Christians Judge? If So, How?

In Matthew 7:1 Jesus says, “Do not judge so that you will not be judged.” What does this mean? Is this a universal command? If so, how is the civil court system called to exercise justice? How are Christians to exercise church discipline? How are parents to correct their children?
