From the era of American Civil Defense to the Community Emergency Response Team (CERT) program, and basically nothing in between, before, or after, preparedness was recognized as a civic responsibility, but those times focused on specific threats for their day. Is individual preparedness, outside a structured government system, a benefit or detriment to society?
