Three years ago, Washington state turned down a project to build a coal terminal that would allow coal from neighboring states to be sent to Asia. And after multiple courts have sided with Washington on the issue, the coal-producing states claim the decision is effectively an embargo on their coal, and want the Supreme Court to weigh in. POLITICO’s Annie Snider explains.
