that they need to cut back because of other various bad actors. And they will be reviewing and have the provinces revealing different schools to see who has been acting in good faith in really been bringing students in on temporary visas and who
has not. So sounds a bit a bit weird, but okay. So on the critical side, we're gonna hear from Pierre Poulvier, who said that the program was flawed to begin with, that when Justin Trudeau created the the foreign student program of itself, that he was giving too many liberties and it was flawed and that now Justin Trudeau has realized his mistake and now he's retreating back from it, creating another set of flawed policies to be put in place.
And so we're gonna hear from Mark Miller, and we also gonna hear from other UH various UH cabinet members about what is happening in the world,
including UH Melan Nijolli. They are bright young individuals that enrich our communities and bring significant social, cultural, and economic benefits. They deserve the best. They deserve world class academic experiences that they sought out and hoped for, and
Canada's renowned for that. Sadly, this has not always been the case. It's unacceptable that some private institutions have taken advantage of international students by operating under resourced campuses, lacking supports for students, and charging high tuition fees, all the while significantly increasing their intake of international students. two year cap on new international student permits. It is the latest in a series of measures to improve program integrity and set international students up for the success. In order to maintain a sustainable level of temporary residence in Canada, as well to ensure that there is no further growth in the number of international students in Canada for twenty twenty four, we are setting a national application intake cap
for a period of two years for twenty two twenty four. The cap is expected to result in approximately three hundred and sixty four thousand approved study permits, a decrease of thirty five percent from twenty twenty three. In the spirit of fairness, we are also allocating the cap space by province based on population,
such as that some provinces will see much more significant reductions. Will continue to work closely with those provinces and territories to put these measures into place, as they will be responsible for determining how the CAP is distributed between its designated learning institutions that they have jurisdiction over. I've had productive conversations, in particular with British Columbia and Ontario already, and we all recognize that more needs to be
done to protect the integrity of our system while supporting international students. In addition, defective immediately applicants must provide a provincial attestation with their study permit application. At the same time, the cap will not apply to students in graduate levels I've studied, including masters and doctoral students. Of the people we're looking for.

Spouses of international students enrolled in other levels of study, including undergraduate and college
programs, will no longer be eligible. To be clear, the cap will not applied applicants within Canada looking to extend their studies, as it wouldn't be fair to prevent someone from finishing the program, nor will the cap have an
effect on study permit holders currently in Canada. provided in their home countries. It will be a dis service to welcome international students in Canada knowing not all of them are getting the resources they need to succeed in Canada, and having them returned home disillusioned and disappointed in Canada's education system. Allowing bad actors to continue their operations would be a disservice to all
the good institutions who pride themselves in providing a top tier academic experience. That mean there will be less students out of September or is it that the increase will be slower and how many students will we see by the end of
this year? In Canada see things very good. Permits are issued on a three year basis, So the one million number is the number of permits that have been issued over a three year period. Those people that are getting out of the three year programs will reflect will be reflected in. It'll be a reflection of a decrease of thirty five percent decrease compared to those people that are graduating from these programs, So the net intake will show that decrease of thirty
five percent. There's some room there to work with some of some of the provinces to make sure that they are actually decreasing. But what the cap actually does is twofold. It's a national cap, but it's spread out according by population by province, So some provinces will actually have some room to go up if they so choose, but the provinces that have been most heavily affected will have to decrease. Decrease by about fifty and perhaps even fit more than fifty
percent. When it comes to new incoming people. mean the provinces that you have not responded to what they expected. I'd say a couple of things. Uh, clearly there has not been action with as
quickly as we wanted it to be taken. We first and foremost wanted to address the matters that were within pretty much exclusive federal jurisdiction, which are fraud, the integrity of the intake system, verification of offer letter, but putting into place of a recognized institution model, which we did in the fall, and we warned provinces throughout the fall that they needed to start taking measures.
I had a very productive conversation with Minister Sleena Robinson on Friday about the work that they are going I'm not going to scooper, but the work that they are doing in British Columbia to attack this. We don't want to trip over each other, so we're going to work with them. If we get it wrong, we'll fix it with them, and if they get it wrong,
we'll be talking about that as well. But we want to coordinate our activities because it is an area of shared jurisdiction and when it comes to making sure that these institutions are actually what they say they are and not sort of fly by night operations and backdoor entries into Canada. That's something that provinces have a huge role in playing. I spoke to Ontario as well with Minister Joe Dunlop. It was a good conversation, but clearly they have some work to do,
but we're willing to work with them. It was again as well,
a productive conversation. Something I can't share with you publicly, but know that we're not trying to be opaque, but when we are, when we take these measures, it's not something that we can necessarily discuss publicly because there are some bad actors that don't have the betest interests of Canada
at heart, that will gain the system. So we acknowledge the problem, we acknowledge that Canada has to take action, but there's some work left to do. In two years after these measures expire. How were you hoping that the world will be different? What's going to happen when each time, well, look we've got two years to actually get the ship in order. It's a bit of a mess and it's it's time to rein it in. So
this is something we will. You know, these are even though we've put a lot of thought into this, these are still very pretty much blend measures from the federal federal government. We're we're playing with taps that we're turning on and turning off and allocating between province. So it's it. Did we get it right, We'll see, But we need to work with provinces in the
meantime to make sure that they are doing their jobs. There have been provincial auditor General reports that have laid out in much more detail than I could lay out to you here today. The measures need to be taken to make sure that this is a system that has some integrity to it. It is. It is not the intention of this program to have sham commerce degrees or business degrees that are sitting on top of a massage parlor that someone doesn't even go
to and then they come into the province and drive an Uber. If you need a dedicated channel for Uber drivers in Canada, I can design that, but that isn't the intention of an international student program. So this is something we need to rein in. They exist, those those institutions need to be shut down and it's up to the provinces registeration, though, Is your government concerned about the economic impractice will have on public universities and colleges. We are
absolutely. This has been very, very lucrative and it's and it's certainly something that private colleges have made a lot of money out of. Again, I'm not the Minister of post secondary education underfunding the Minister of Immigration, and clearly in the last decade or so even longer, post secondary institutions in Canada have
been underfunded by provinces. And these institutions are smart and they've gone and they've seen that they can get tuition fees that are four or five times more than what my kids pay at McGill Arcadia, and they've made money off it. They haven't necessarily provided the student experience that has promised to these people have brought in and there's been some there's been the path of least resistance as well.
The source countries are not particularly diverse. We've been banking on looking at the global middle class, upper middle class, and people made money off it. So it's a system that has some real integrity issues, that has ecosystem incentives and perverse incentives, and it's something that we need to address. And then there's clear instances of people that have been just making money and over fist about this. But again, we don't want our best top academic institute to be
penalized. It's why we have exemptions for masters and pH d students, because those are the bright people that we need to retain. And now you will hear from some provinces quite clearly that there are some trade schools that they will want to exempt or give post graduate work permits to, because that is where some of the needs are, whether it's in nursing or health care or in construction. But what I say to them is we'll work with them and and

They were closed by the provinces. But it's something that will continue. Will continue work with
them on this. You know, the global flow of migrants UH in the in the world is not something that is going away anytime soon. And in Canada, despite having block of ice to the north of west and UH big bodies of water to the west and east, nuclear superpower to the south of US, it's not immune from those global flows. East and in Africa, and Canadians feel it at home. Seems like everything is more expensive. And this is not disconnected from what is happening in the world right now. And my job as Foreign Minister is obviously to make sure that I defend Canadians on the world stage and at cabinet, but also our national interest and how do we do that? I think more than ever we need to be pragmatic and that is why last fall I presented our vision about
pragmatic diplomacy, and I'll give you two examples. Last week I had a long phone call with my Chinese counterpart Yuang Yi. Clearly we don't agree on many things with China, but there's lots of things that we can work on, and we need to be able to talk to one another, including on subjects linked to the health of our people, the health of our planet, and geopolitical tensions around the world. Now this year, half of the planet will be going through elections, including in the US, and we will be
ready. We will have a pragmatic approach, even when it comes to the US, and even when it comes to of course, our best friend and ally Francis. I've never seen an insue in the world that has been so difficult to deal with for Canadians. And my point is, we need to be able to talk to one another, we need to be able to listen to one another. At the end of the day, we need to be
able to trust one another. Because we have to be able to live in a country where we don't fear our neighbor, and so that will be front of mine for myself obviously when I'm at on the world stage, but also here in Canada, and I think that's a message that Canadians want to hear because that's what we believe in. number that is reasonable, do you think? Well? I think that the challenge here is that you want to make sure that you're not bankrupting these institutions. So I think we need to go h as low as possible. I think reverting back to the levels of a few years ago, you know, perhaps twenty nineteen or twenty twenty would be UH, would be appropriate. But but overall, you know, we need to bend the curve UH and allow our housing market to catch up with our population growth. How big that are
these like born students, other and housing markets. It really depends on the city, But in some studies it's making a massive difference that you're seeing. You know, you're seeing cities grow at two three four percent a year, and it's affecting both the rental and the ownership market. On the rental side, you have a lot of low income renters all battling each other for a
low number of spots. Now on the ownership side, what we're seeing is investors buy up large quantities of single family homes and turning them into student rentals, making it nearly impossible for first time home buyers to to find a place to live. And to clarify, I mean, I think it's quite a three million housing shortage between now twenty thirty. Is there any any world in which that gap has actually closed and there's a material difference in the price of
rents by twenty twenty five, for example. Well, I think we need to do as much as possible. I do think if international students numbers do decline that we will see pressures ease off the rental market. Whether or not that causes rents to go down rather than simply rents to be less high than they otherwise would be. It's hard to say without without getting the details.
That three point five million number that we hear from the CMHC. That is a massive uphill climb under our current set of policies, We're not going to get there. We need to see as much reform as possible. But we also also shouldn't treat it as binary. I think the closer we can get to that target, the better, and we should treat that as as aspirational target. The permanent hold it's come down, well, I think the bigger challenge is on the on the non permanent growth, that that's where the biggest
growth is coming from. I certainly think we should be aligning our housing targets with our population growth. And when we said these immigration targets, I think we do need to be making sure that we can keep having growth along with it, but the growth is coming from the non permanent side rather than rather than the permanent. Right to link the targets in integration to the number of
units built in the year before. I think that's a sensible goal, But that's more of a goal than a policy, right, So it's not clear to me what pollyev or any party is actually proposing on how to get there. Do you think what five is a reasonable target for permanent newcomers next year? I think again, overall, that's five hundred thousand. Isn't that much
of a change over over current levels? Right? When you have the number of non permanent residents increasing by one hundred thousands, you know what twenty five thousand person increase in the immigration target isn't isn't all that material? Though it is, it's not nothing. I think one of the things that we can do is shift that immigration target or that the people who are making up that five hundred thousand to be more focused on the people who are already here.
Right, So you're not increasing the regulation. Rather, what you're doing is taking the non permanent residents who have been here for years and turning them into permanent residents. Because we have to remember that many of those five hundred thousand people are already here, They've been here for years. What difference does it really make, though, is to limit international students like Adam the whole pie of solutions that can fix the housing crisis, and how much of a differences
huge if they're aggressive enough. It is the single biggest thing that we can do immediately to address the housing crisis, because it takes a while to build a new home, It takes a while to be able to build a new apartment. But if the if the international student targets are reduced, we will we will first of all, see easing of pressure on the rental market. But what we'll also see is overnight investors say, you know what, the
student market doesn't look as attractive as it did before. We're going to lower We're going to start buying up for your homes, and that's going to create places for first time home buyers to buy. Me anyway about mister Robby, you there's about eight hundred thousand, I think or so a change the temporary students here, the number of pas, so that's that's in that increase.
I would like to get to the point where the non permanent population is not increasing at all, so zero when so basically that for every international student that's leaving, a new one comes up. I think we need to cap the growth overall, so there's no there's no growth in the non permanent resident population until we start to build enough house Do you think Mexican visa that should come back fortysident seekers? That's one solution that is void by the day I can
make government. So I haven't looked closely enough of that. Sorry, if you look down the road five ten years, what do you think the consequences would be having a trough international students of the economy of Marge. Well, I think overall it will it will use pressures on local markets. So I think some of the economic consequences will be a declinate demand in housing. I
think that's a uh, that's a good thing. We will see, uh, we will see labor market pressures, but we have to understand that that international students, you know, are often working retail jobs or in fast food. You know, we may see labor shortages in that area, but it's you know, I I think that's a small price to pay to again make sure that we have a housing market that or a housing system that can house everyone. What about you know they're coming great to study to not be retail
