Welcome back to Policy and Rights here in Depictions of Media Radio. I'm your host Michael Cloggs, and we're gonna go back to Gaza again. And because there's some series updates, things that need to be talked about with this, as we know,

the the I C CG, I C J and the Hague. The judges first ruling as part of the controversial case brought by South Africa accusing Israel of genocide. The court's ruling on genocide is likely to take quite some time, but this is what the court did come up with. They did not order Israel to halt its military campaign, but it did recognize this situation in Gaza

as being astrophic and as serious risk of deteriorating further. As a result, they made several demands in line with what South Africa was actually looking for. The The court ruled Israel should do everything in its power to avoid killing Palestinians, causing uh, causing them serious about a harm or mental harm, creating

an intolerable living conditions in Gaza, or deliberately preventing Palestinian births. And here's here's the the the really big thing is while the i c J rulings are binding, there are there is no real enforcement in which key what that really means is that Israel can actually just literally ignore it. They can just continue with business as they have been doing it and the military actions as they have been doing and ignore any and all rulings that come up with by the United

Nations or the ICJ. With that being said, and there are some other series concerns that there are members of the under group of the agency that provides a to Palestinian refugees that they took part in the October seventh, twenty twenty

three attacks by the Hamas. The United Nations of course, is investigating this situation there and they are promising to come up with with answers and those involved they're suspected to be involved from it is our understanding that they have been removed from their their jobs and they will be continued to to be questioned about their involvement. And along with that, even though they've been removed from their jobs,

that they are still held accountable for their actions. UH with anra as w for those of you who who aren't exactly understanding what ANRA actually is. It is a un organization that has been providing health care, education, a lot of a lot of things to the Palestinians, especially in Gaza in other

areas, to you know, to meet h humanitarian needs. And when October seventh happened, and of course the Israeli answer to the October seventh attacks that the humanitarian efforts were cut off and I don't want to say suspended, they were cut off as supply roots and everything. We were actually cut off. And as a result of VAT, they haven't been able to actually do their work on the scale that they were doing in the Palestine. In Palestine.

So there, let's move went back to Canada and there is a bill and it's kind of a hot spot on because it involves the carbon tax on farm fuels and it is expected to come back to the House of Commons and be debated further as it will be coming back from the the Senate, and they're trying to they're they're hoping to get an exemption to the carbon taxes that have been issued on the fuels and everything that have been put into the carbon tax. So it is the bill C three and there's a lot of debate.

So there's a couple a clip in there where the Seapac Press actually got to ask a couple of members what they thought could actually happen with that. And we're gonna hear, of course from the UN Security Council as they have come to some answers around the Palestinian question and more or less what it boils down to, and you're gonna hear this from the press floor also that it boils

down to Israeli and the Palestinians coming to some sort of agreement. They are going to have to sit down and talk and figure things out and figure out what's going to be acceptable to everyone. There's that's what the bottom line actually is going to be, is what is going to be acceptable and what kind of agreements are they going to work out, because that's at the end of all the fighting, you're still going to have to come up with some sort

of policy to deal with the differences. So why don't we listen to how things unfolded in We'll start with some of the questions they were They clip with the questions they were asked of conservatives as a discuss carbon tax carb out to bill ahead of Parliament. It is expected to return or comes back to the House of Commons Monday. What are you hoping happens? I hope that rational debate occurs, and I hope that the House sticks with what it had in

the first when it when it was first introduced in the House. So I hope the NDP of Hole's firm, but I'm not. I'm not certain they will look back at the House of Comments to make I wonder if you could just stop and talk a minute about what you're anticipating might happen or not with them. that a private member's bill get sent back from the Senate. There's just a few times in the last ten years or more that that's actually happened. So we'll see how it goes. What are Canadians priorities right now going into this sitting? What are the Canadians What are Canadians priorities? Well, I think Canadians priorities is obviously inside their household and it's the cost of living. It's the cost of their mortgage, it's the cost of their car payment if they

have one, it's the cost of their bills. And I mean, if you think about it, now here we are at the end of January, there's going to be a big heating bill come likely in February for January, so they're thinking about that, and they're likely still thinking about paying for Christmas. So it's a lot on Canadians playtright now, and it doesn't matter if you're you know, a family of four or you're a retired at home in

a city or a small town. It's very expensive delivery. Now, the back to your building, the service time to accept the amendments the Senate made to it. No, that's another procedural thing everybody would be interested in. And so there's an opportunity for the I guess you'd call it the author of the private member's bill, to reject those amendments. And so I did that

last week or two weeks ago and filed it. So when it's brought up tomorrow for debate first thing in the morning, it'll be like it was two years ago in its original form. The Security Council held on January the thirty is twenty twenty four closed consultation Consultation end of the agenda item Middle East, including the Palestinian Question. The Security Council members welcome the appointment of Missus secret Kag,

a senior humanitarian and reconstruction coordinator for Gaza. Persuant to its Resolution twenty seven twenty. The Security Council members received their first briefing and urged all parties to engage with Missus Kagg to facilitate the implementation of their mandate as reflected in

Resolution twenty seven twenty. The Security Council Members in this regard expressed their concern regarding the dire and rapidly deteriorating humanitarian situation in the Gaza Strip, and they emphasized the urgent need to expand the flow of HUMANITAI and assistant to civilians in Gaza. Thank you, okay. Comments in questions from the United Nations pressure

exactly all right, A good afternoon, um. The Secretary General will meet with thirty five member States as well as the European Union this afternoon to discuss the Relief and Works Agency ANHA. We expect the Secretary General to brief the Member States on the actions being taken to deal with the allegations regarding some unaw staff and he will of course listen to their concerns. The Secretary of General will again underscore the importance of the humanitarian work that does every day in Gaza

and in the region. You just heard from Sigur kagh Or, your senior humanitarian reconstruction coordinator for Gaza, who met with Security Council members. That's her first briefing since her appointment to the post, and we will bring her back

next time she's here. Turning to Gaza, the Office of the Coordination of Humanitarian Affairs tells us that yesterday the Israeli the usually military ordered the names of a Naser as Sheikh Radwan Ashati refugee Camp Rima as Shamali and Al Janubi Sabra and as Sheik Aargeline and tell Alhawa and western Gaza City to evacuate towards the south. The new order covered an area of about twelve twelve point four to three square kilometers, which is about three point four percent of the Gaza strip.

That area is home to almost three hundred thousand people since October seventh. Since then, nearly sixty shelters in the area have been hosting about eighty eight one thousand internally displaced men, women and children. In the second half of January, our humanitarian partners continued to observe an increasing trend in denied and restricted access to northern and central Gaza. The reason excludes excessive delays for humanitarian eight

convoys before or at Israeli checkpoints and heightened hostilities in central Gaza. Threats to the safety of humanitarian personnel insights are also frequent, but not only impeding the delivery of time sensitive and life saving aid, but also posing serious risks to those involved in humanitarian efforts. Meanwhile, we can confirm that yesterday the transfer of humanitarian supplies into Gaza through Curim Shalan crossing with Israel resumed after four days

of disruptions due to protest on the Israeli side. Our Deputy Secretary General I Miana Mohammed is heading to Washington, which is here in the United States, to meet with international financial institutions to discuss key elements of the SDG stimulus. The reform and international Finance, Finance Architecture, as well as the Summit of the Futures. Mohammad will engage in bilateral meetings with the host government to discuss

reforms of the UN development system. She will be back here tomorrow, moving to Abbie in East Africa. And in the aftermath of this weekend's violence, I just wanted to tell you that our peacekeeping force there, known as UNISFA, is intensifying its efforts to protect civilians with patrols and monitoring focus on central and southern Abia. Yesterday, our peacekeeping colleagues there paid tribute to the two

peacekeepers who lost their lives in an attack over the weekend. Their bodies have now been flown to Antebe where they will then make their ways home to Ghana and Pakistan respectively. I just want to tell you a bit more about the two peacekeepers. Sergeant Carrie Evans of Ghana was thirty seven years old. He was killed when repelling an attack by unidentified gunmen on our base in Agok and

that took place on Saturday. Sergeant Evans was deployed to Yunisfah in May last year and it has helped support the missions protection activities the other colleague was Spay Mohammatarek was twenty six years old but already had six years of service in the Pakistan don the Army. He had arrived in Abvia to serve with the UN

just two months ago. He was killed on Sunday in an attack on his convoy while escorting wounded civilians who are going for medical treatment, and of course we once again convey heartfelt condolences to his colleagues, to his families, and to the people and government of both Pakistan and Ghana. The UN personnel safety is a top priority for the mission and they our colleagues at unisfar taking every

measure to ensure they can continue to fulfill their mandated tasks safely. We are actively supporting efforts to de escalate tension and call local, national and international actors to collectively step up and seek solutions at all levels to resolve the tensions. Unis FAI will continue carrying out its mandate to protect the civilians in Abia and

in South Sudan. The UN Peacekeeping Mission there says it's strengthening its presence near the border with Sudan and peacekeepers are intensified their patrols specifically in Abiamon County in Ruank State and in Mayam County, which is in Unity State. A priority is to enhance security and along the main supply routes, which is vital for

the safe transport of humanitarian aid. This comes as our peacekeeping colleagues in the country reported that they are responding to an increasing number of incidents of cattle rating, ambushes of convoys and other acts of violence in the northern region of South Sudan. The mission is also engaging with local, state and national authorities to ensore coordinated approach to addressing security challenges in the area and staying in eastern part

of Africa. We in Somalia, We, along with our partners of the federal and state government, today released the twenty twenty four Humanitarian Needs and Response Plan, which seeks one point six billion US dollars to help five point point two million men, women and children in need. Last year, Somalia was hit by multiple shocks, including devastating droughts, unprecedented heavy rains and flooding,

and their new displacement. Millions of people are also continuing to suffer from hunger and malnutrition in Somalia or Humanitarian colleagues more and then more than four million people, nearly one quarter of the population remain acutely food insecure. In Somalia. Two and five children under the age of five suffer from acute malnutrition. Some three point eight million people are internally displaced and coloradut break is spreading in several

areas. And an update from someone you often asked me about, but you haven't asked me about in a while. We I think it's it's important that two things happen at the same time, that we get the facts, that it would be a thorough investigation, an unpeachable investigation, and also that it'd be done swiftly to reassure everyone about on his work. So at this point I can't give you a target date. As as soon as I can,

I will bet obviously there are doing this independently. We want them to do it as quickly as possible, but as efficiently as possible. Mister Klein, yes, is the Secretary General planning to ask for a broader investigation of UNO's employees affiliation with HAMAS estimated according to one intelligence report that up to ten percent of the thirteen thousand under employees working in Gaza are affiliated with hamas.

Is he asking for a more intensive examination of the vetting procedures. And well, I take a couple of things first. As you know, Philip Plazarini himself has said that ANOI would commission an independent review of its work to look

at risk UH, to look at how it does its operations. So that's something they themselves want to do. Furthermore, I think it's also important to clarify something. Every year, ANNOIR shares its list of staff

with the host countries where it works. Right, so an works in Jordan, works in Lebanon, works in Syria for the work that it does in Gaza and the West Bank. Anhui shares the list of staff with both the Palestinian Authority and with the Israeli government as the occupying power for those areas, and as far as I'm told by, the concerns have not been raised when the list of staff have been shared. Guys. But have they shared this list with a de facto power in charge in Gaza, which would be Hamas

and they asked Hamas for a list of their own members? Probably not. I mean, I think, Joe, you're I'm not gonna I think you can imagine the answer to uh, to the scenario which you're laying out. Our counterpart for the occupying Palistinian territory is the Palestinian Authority. But then what works with Hamas? So that's and what does not I don't agree with the

terminology or don't what does not work with Hamas? We have operational contacts with defacto authorities like we do in every other place in the world where they are de facto authorities, Margaret and Jordan, and then we'll go around it. Steph, did I give you a figure on the overall amount of money that's in jeopardy sort of in terms of what's outstanding, because it seems a lot of countries are saying no additional funding. So how much has actually been received

versus how much is still outstanding? And let me see what math I can share with you all after the briefing. I know that the financial situation will be very precarious after especially after February. And I know on the website they just have the twenty twenty two donor figures up. Do you and I know we're just in January, but do you know when the twenty twenty three numbers will be available? How soon we'll ask them? And just one other on

a different subject, The coup anniversary in Myanmar is approaching on Thursday. It's going to be three years that this situation is going on in a severe humanitarian situation. Does the Secretary General? Is he going to have a statement? I expect we will have a more formal statement, but I think it is clear. I think we would echo the words at Volker Turk his office issue not long ago, which is that you know, human rights situation is in

a free fall, The humanitarian situation is desperate. We're seeing increase increase fighting, and meanwhile we're not seeing the release of the political prisoners that we want to see, including the former president and Ansansucci. Jordan, thank you, abbie. Do you have any information who did that? Tach? We're behind the attack on the Siberians and the peacekeepers. I do not have who they were. As far as we know, they were men with guns. We

don't know exactly who they were affiliated with. They come from Trudan or they I don't know. Okay, your microphones not on? For peacekeepers? We do you think, like why why no peacekeepers protecting civilians and gas? I mean, why why you aren't? I mean, I mean, and I know it's it's maybe it's not your fault. Many things are my fault, So don't ask the question why why are you? Like why guess has no peacekeepers? I mean to protect civilians? I mean you send Jordan. You

you you've covered the UN as long as as I have. You know very well how peacekeeping missions are set up is through a Security Council resolution, and then once you have a resolution, you have to find member states who are willing to send their men and women to serve under the UN flag. My question the es G the SG ever, so just to the Security Council to sabarge of course, to protect is because he has not suggested a peacekeeping force

for Gaza. Right now, our aim is for humanitarian cease fire, for greater volume and quality of aid going in, and our aim is for a political solution to this that would lead us back to the two state solution, sure and price peace. Steph. What is the Secretariat's reaction to what could only be termed as in transigent language we're hearing from the Prime Minister of Israel as it regards the future of Gaza. Today he again said that Israel would

not remove the idea from the Gaza strip. I wonder how those kind of statements affect the broader goal of the international community as it relates to the future of Gaza and more broadly, the two state solution. Well, I mean, I think you can do the compare and contrast with what the Secretary General has been calling for, what he wants the international community to call for. But at the end of the day, there will be no getting around Israelis

and Palestinians sitting down and figure out a political solution. In the meantime, we want the fighting to stop. We want the hostages to be released, and we want humanitarian a to be able to pour in through a systematic system. If those negotiations that you talk about lead to a one state solution, would that be acceptable to the Secretary Generals? Now, what's acceptable, Secretary Journal is what is laid out for US in relevant Security Council resolutions and frankly,

what Israeli is in Palestinians will agree to Deji. So a couple of questions. First, on on Wah. Just now, the US ambassador said she hopes to see a fundamental change to on walk with all that the Secretary General is going to have a meeting with donors this afternoon. What changes can the Secretary General see in this very special in this very institution that he might

Concerning his appeal for the owners to ensure the continuity of Onwa's work, any response, I would just say that I think looking at what the Secretary General has said on the situation is in Palestine would lead you to a different conclusion. Today, President Biden said he had already made up his mind on how to respond to the drone attack on the three US service members in Jordan. So how are you going to deal with the transition to democracy in the three I mean, let's just say that our call for a return to democracy in those three countries remains the same today as it was last week before their decision

was was taken. Their issue is between those three countries. In echowas our we will continue to engage with the governments UH in the in those countries UH to push for an accelerated return to democracy uh Shiry Faith and then Dennis and then yeah, go ahead, sorry, go ahead, good, Yeah, please go ahead. I'm just you weren't living a sorry, So Steph, you've been warning each day here you come up and you tell us about the

difficulties about eight getting through. And it seems evident that famine and starvation is actually unfolding in Gaza. And we can also see this from the visual visuals that are coming in from the strip. Considering that there are so many obstacles to transfer aid into Gaza, and as these are confirmed by the provisions of the ic J the latest what are your thoughts on the evaluations that Israel is

employing starvation as a policy or as a means of war. Listen what the ic J. I think we've taken note of what the ICJ is said. For our part, our focus is on increasing the volume of aid, increasing the volume of food that people in Gaza desperately need. I think the World Food Program has been very clear on these issues, as have our colleagues at on and to keep pushing for humanitarians as far Dennis, So, in light of suspension of funding of several countries of Honora, how would you in support

work of HONA. Current finances dedicated to this agency would end? And if there any plan be in the end for hour funding, maybe relocation of some funds, well, you know, there could be some very temporary band aid, but there's really no be I mean, you know how the un works, It's based on voluntary contributions. If those member if the money is not coming in, the money is not coming in. We unfortunately cannot print money,

nor can we borrow money. Right, So this is why it is so important for us, and this is exactly what we're doing to engage with donors, to answer all their questions, to answer their concerns, to express to them that we share those concerns. Right, but at the same time that while we're addressing these concerns very actively and very proactively, the humanitarian work of the organization needs to go on, Miss Fasulo, Thank you, steph

Excuse me, going back to the unrestaff that have been fired. I was just wondering, like what the latest developments are in terms of the two UN investigations, and after a staff person has been fired by the UN, is there a requirement that they must cooperate with any kinds of questions or or you know, investigation of what they're doing. I've done, Uh, I have

to brush up my internal housekeeping house house rules. But there is a there is a requirement for people who've been separated from the organization to continue to cooperate with our own uh internal investigations. Uh, Stephano then up to some and then you still want to first go around here. Thank you Stefan. But ra Ra, I don't know how you say really because I hear it both

that you were investigating this. Uh. But it looks like tomorrow this is going to be presented at the House Committee on Foreign Affairs in Washington. There will be our colleagues that are Mister Lesini has has submitted a letter for the record to that committee, so I'm sure that letter will be

released once the hearing is set. So you what the firing of people and is nothing based on that but the different different different things. Uh to someday did you already ask questions? They're talking about the polls, how the Conservatives are running ahead of the Liberals and that they're that the Liberals are playing catch up as far as what people are thinking. And the real problem

is the day to cast that vote. Those people who are being pulled now are they going to show up? Are they going to show up and there are they going to vote the way that they had discussed to all these other polls. The other question is we're talking that this would be the third term for Justin Trudeau, and why is he still pushing forward as the party leader? Why not consider stepping aside and let somebody else take the leadership? Are

his ideas becoming stale? And what is he still looking to accomplish for the Canadian people. So a lot of really good questions there, but the bottom line is is that it doesn't matter what the polls say now. The poll that really matters is on election day. So answer your get your questions answered
