to be totally honest with you, in my opinion that the Bill C five shouldn't have been legitimized without input from all of First nations or indigenous people. That as the original caretakers of the land that these colonies were actually built on.

The idea of taking care of the land should be left to the indigenous people, the original caretakers, the ones whose heritage leads back to the land, leads back thousands of years to caring for the land itself. Because let's look at a couple of things here. As we if we look at the track record of the colonization of every indigenous place around the world, we see some sort of path of blood and destruction, and that just that
type of destruction continues. That that in British Columbia that the site see is completely ready to come online, and the ecological disaster that it caused to build this super dam, it's outstanding. The the pipelines that that Alberta wants to build across Caribou runs that will destroy the environment and for progress to collect more money. The thing is is
that colonialism with built first on collecting more money. It was built on greed and capturing resources of a land without respect for that land, capturing resources under the attitude of well, they're primitive people, they don't know what they have. And that's the story that has been told that when the first settlers from Europe came to North America that
there were nothing but savages. And going to apply some of this to what we're seeing in Gaza also because the indigenous people of the Palestinian people who were being forced off of their land in Palestine. Look, I'm setting aside the wrongdoings of the Hamas because they don't represent all of the people. They represent a very small portion of the people in Palestine, the Palestinian people. But that land goes the people that are on, the families that
are on that land goes back thousands of years. But even before we start talking about Jesus Christ walking there, that that land goes back to. If we're going to go with the Bible, it goes back to the beginning of it. And those are the people who were those
those families were the people who were there. And at this point they're trying to change the narrative you to thinking that they aren't the people who were whose families were originally there, that there was other people that were supposed to be there before they were, and that's simply not the truth. That they're trying to force the original caretakers of that land of the off of there so
that it can be used for monetary gain. And that's the basis of how the colonies in North America were started and how they changed the narrative so that we are led to believe that the First Nations people were too primitive, too had traveled to Africa, But there's records that showed that they did. That there were no built up towns, people were just simply living in either mud huts or tents, That there was no architecture, that there was no real culture, that that had to be handed
to these these poor, lowly people by the Europeans. Again not true. That that is a false narrative. And the narrative is that the Europeans came, saw that they wanted something, and they tore down the civilizations that they found. They burnt people's homes to the ground, and committed general acts of genocide in order for us to see what we
have now. Now we're talking about infrastructure projects that Bill C five will push through that will interrupt wildlife runs, that will interrupt streams, fish, other lifes that are not human will be interrupted so that us as human beings can make an extra couple dollars, and the indigenous people who want to slow that down so that the projects can be planned better as opposed to just ripping through and planning and time taking is more essential than just
reaping a bunch of dollars, protecting all of the lives that are across Canada, it's more important than a few dollars in a pocket. So along with that, we're going to hear also today from the International Maritime Organization as they're talking about maritime security, especially around the Panama Canal.
The Panama Canal is also the site, especially on the Pacific side of it, of a lot of piracy and insecurity for shipments they go back and forth through there, and they would like to see more secure means happen
in order to protect the people. We're also going to hear more about Palestine as we hear from the Palasanian Stindian representative to the United Nations as he is joined with other Arabic countries that want to see the Palestinian people achieve a two states solution, a shared solution to Palestine, so that the indigenous people, whose families go back thousands and thousands of years can live in peace with the new families that want to move there from Europe, and
so that they all can heal and survive and build a great land together that will respect all of the cultures, all of the religious beliefs, and more than ever a peaceful place of respect for all to revere. So we'll move forward and we'll hear from Mark Karney and then move forward on to other issues.
I'd now like to turn it over to the Prime Minister for his opening remarks.
Thank you, Thank you very much Val for sharing today's meeting. For that introduction, I'd like to thank Old Vida wessel Lake for opening today's summits so meaningfully and emphasizing the values of gratitude, of hope, collaboration, of sustainability, and of hard work, reminding us of the hard work ahead of us. But this is a table that's ready to do the hard work. I'd like to thank my fellow members of the Cabinet Minister's Gold Masti, Alti, Chartran, Hodgson LeBlanc, Secretary
of State Belange. I would like to thank all the presidents for being here, for traveling far and wide, and.
For joining us virtually.
I'm very much looking forward to sharing perspectives of how we can build our communities and our country together. I should at the outset also take a moment on behalf of everyone here to acknowledge the devastating wildfires that have ravaged across Canada this summer, their impact on Masi families, their impact on Canadians.
You know, the Canadian government has been doing our bit.
I like to salute the Canadian Armed Forces, hundreds and hundreds of Canadian Armed Forces personnel across Canada that have helped fight these fires, helped first responders, help volunteers in communities, helped to evacuate literally over ten thousand people who've been in danger and will continue to work with their provincial, territorial and indigenous leadership across Canada to protect homes, lives and communities. Today's summit is about the future of our economy.
It's about the future of Canada.
I say future of Canada and our nations, because it's about how we can build in all senses, particularly how we can build together, and how we can build an economy that moves from reliance to resilience, from division to unity, from silos to true partnership.
You know, we look back over our his Street.
Mayti have played a pivotal role as skilled traders, as voyagers, and we're drawing on deep knowledge of our land, our waterways and the seasons created the original trade networks, helped create the original trade networks across this land, and in some respects our task today is part of a process of creating new trade networks, new forms of commerce in Canada, both with full recognition this time, full recognition of MAINTI contributions and full Mayti access to the opportunities and the

We're listening now as we meet at a decisive moment for our country. I think we all know the US is in the process of fundamentally changing its trading relationships, not just with Canada but with all countries. In effect, it's now charging access, charging for access to its economy. And we'll continue to work with the United States on the many, many mutually beneficial opportunities that we share in
trade and investment. But it's clear we can't solely count on what had been our most value trading relationship so we're focused. We're focused on building strength year at home.
And one example of what we need to do was earlier this week, Minister Hodgson and I were in Kelowna and we announced over one and a quarter billion dollars of new investments in the softwood lumber industry, one of the industries most affected by years, in fact decades of trade actions, and at the core of that was investment in Indigenous communities and indigenous services, recognizing the close, close relationship. So it's liquidity for companies, it's capital for those companies
to pivot to new markets and new opportunities. It's worker support, and its direct support for Indigenous led forestry, business development and diversification, including both a reinforcement and really an expansion of the Indigenous Forestry Initiative, which supports Indigenous led projects and priorities. Because when we build the new Canada, as we build a new Canada, we're going to build it in partnership with Indigenous peoples and that's why we're here today.
Now we'll spend a good bit of our time discussing Build C five, the Building Building Canada Act, but really how to put it into action, how to turn its potential into reality. C five has the potential, as I say, to unleash enormous possibilities to build big things, ports, trade cords, energy infrastructure, to help develop our natural resources, our critical minerals, help develop our people in ways that connect and transform our economy. Part of the core of this act is
changing how the federal government operates. One aspect of that is moving from a position when we see a new project from asking the question why to asking the question how can we build? And core to that concept of how we build is building in true partnership with Indigenous peoples. And that's why we're here to listen to hear your
perspectives to make the most of this opportunity. Now, let me acknowledge behalf of my cabinet colleagues and the government that mat Wright's recognition is a relatively recent and it's an ongoing process, and we're gathering people and representatives that are different stages in this process, and we want to hear from you. The reason for that and the reason is to be inclusive, but also.
To hear your perspectives from where you are.
So we're really starting this process as we mean to go on in partnership and with open dialogue.
Now let me just say a few words about two aspects.
One with respect to the types of projects that the Act opens up, and then this process of consultation and free prior informed consent, and then we'll get down to business. You know. Right at the heart of the Act, it defines what is a project and national interest. Well, the first thing is it's a project that helps strengthen Canada's autonomy, our sovereignty, really, our resilience, our security. Of course it we'll provide economic and other benefits to our country. We
don't want pie in the sky projects. We want projects that have a high likelihood of success. Yes, as as Vida said, it.
Will require hard work.
That's fine. Nobody here is afraid of hard work. We will want a high probability of success. Core to the Act, Core to the objectives. These projects must advance the interests of indigenous peoples and they must contribute collectively to clean growth and to meeting Canada's objectives with respect to climate change. The process here, it's not the federal government coming with
a bunch of preconceived ideas, absolutely not. It's projects to be proposed by stakeholders, the provinces, the territories, the private sector, Indigenous peoples, MATI themselves, your projects, Canadians projects Prager von Creer de Sante de Melier, de Sante Demilier, de Carrier de Sante Demilier de carrierifier is Les Pillier, the Economy, Canadian Fault, Tolu de pole Le, prodric Canadian pice Le Marche Antonaco to du Pont, the Community Responsible de Machan
Diese de Atlanterie de Francia. So those are at a high level the types of projects we'd work on. Now let me say a few words about the how and the process. To be clear, respecting the rights of Indigenous peoples is at the core of the Building Canada Act.
It's embedded in the law itself.
This law requires meaningful consultation with Indigenous peoples, both in the process of determining which projects are in the national interest and in the development of the conditions for each project. And also, to be clear, this is a meeting about discussing the overall approach. This is not the start of consultation, Okay. Consultation is about specific projects and then consultation is about how we're going to do those projects.
So that is to come.
But what I just said in terms of those processes, these are legal requirements that honor Section thirty five of our Constitution and the duty to consult, and they uphold the government's commitment to implement free, prior and informed consent. In order to put these into action, we'll discuss the
modalities of this. We're creating a new Major Federal Project's Office that will have an Indigenous Advisory Council to advise on implementation and ensure Indigenous perspectives are integrated in every stage of this process.
That council will be comprised.
Of Masi, First Nations and you and Modern Treaty and self government representatives, and our intention is to have both that Major Project's Office and the Advisory Council up and running by Labor Day. Now, being a reliable partner goes well beyond the duty to consult. It's about enabling the creation of long term prosperity for First Nations, Injury and Mate through economic participation in the projects themselves, in the development of those projects, but also through full equity ownership.
And that last important point is one of the reasons why we are doubling the Indigenous Loan Guarantee Program. What this does is effectively financed indigenous equity ownership of major projects, and we in part in that process of doubling the amount to ten billion dollars, we have dramatically widened the types of projects that can be involved, everything from natural resources, energy, electricity, generation,
carbon captures, critical minerals, port, infrastructure and well beyond. And the other thing I know from mister Hodgson's others know from experience working on these types of major projects is it's a lot of work in the development unique capacity. You need to do assessments and other work, and that
takes money, that takes personnel. So we're dedicating forty million dollars to fund to support Maytee and other Indigenous people's participation in this process, so from negotiation to project selection and its development. So we have an ambitious agenda today,
just at a very high level. The first thing we're going to do val was going to start shortly with buckily leading to discuss how we can best work together through meaningful engagement and consultation, including how that Major Project's Office and the Indigenous Advisory Council can work to support our work. Secondly, we will discuss how to build opportunities for equitable economic prosperity and participation. And finally we'll close with a session on how to work together to implement

We had an emergency meeting of the OIC Group yesterday afternoon in which we discussed the latest situation as it relates to the decision of the Israeli government to unleash a massive military campaign against our people in the Gaza Strip, and we decided to have this press conference. The Arab Group had also an emergency meeting on Friday last week, and the Committee on the Exercise of the Alienable Rights of the Palestinian People had also a meeting of its bureau.
The Security Council had its meeting. A group of countries, the Europeans in the Security Council met before you here before the session of the Security Council. So many groups met, made declarations and statements, and we also the Arab Islamic Ministerial Committee issued a declaration.

And we decided in THEIC meeting yesterday to read a summary statement to you stemming from the Ministerial the.
Ministerial Committee on the plan of the.
Israeli government to escalate the military situation and to bring a more condemnation against our people in the Gaza Strip. We condemn that as the Committee does, and we demand all of us an immediate ceasefire and humanitarian assistance to our people.

Thank you, Minister Monster, as he mentioned to Kia. As the current Chairman of the IC Group of IC Foreign Ministers, I have the honor to read the joint statement of the IC Group in New York on the recent developments in the Gaza Strip, which is based on the joint statement by the Ministerial Committee mandated by the Joint Extraordinary Arab Islamic Summit. The IC Group expresses its strong condemnation and categorical rejection of Israel's announcement of its intention to
impose full military control over the Gaza Strip. We consider this announcement a dangerous and unacceptable escalation, a flagrant violation of international law, and an attempt to entrench the illegal occupation and impose a photocomplete by force in contravention of international law, international humanitarian law and relevant United Nations resolutions.
The group reinforms that this declared course of action by Israel constitutes a continuation of its Grape violations, including killing and starvation, attempts at force, displacement, and annexation of Palestinian land the settler terrorism, which are crimes that may amount
to crimes against humanity. We demand the immediate and comprehensive secession of the Israeli aggression against the Gaza Strip and an end to the ongoing violations committed by the occupying forces against civilians and civilian infrastructure in the Gaza Strip,
the West Bank and East Jerusalem. We also demand that Israel, as the occupying power, immediately and unconditionally allowed the entry of humanitarian assistance at scale into the Gaza Strip, including food, medicine and fuel, and ensure the freedom of operation of relief agencies and international humanitarian organizations in accordance with international
humanitarian law and its applicable principles. We reiterate our full support for the efforts undertaken by the Arab Republic of Egypt, the State of Qatar, the United States of America to achieve a cease fire and reach an agreement for the exchange of prisoners and hostages as a fundamental humanitarian entry point to the escalation, alleviating suffering and ending the aggression.
We call for the immediate commencement of implementation of the Arab Islamic reconstruction the plan of the Gaza Strip, and for active participation in the upcoming Reconstruction conference to be
held in Cairo. We retraite our rejection and condemnation of all attempts to displace the Palestinian people from their land in Gaza and the West Bank, including East Jerusalem, and the affirmation of the need to preserve the legal and historical statis of the Islamic and Christian holy sites in Jerusalem, while recognizing the key role of the Husha might cost auditionship.
In this regard, we are affirmed that a just and lasting peace can only be achieved through the implementation of the Two States Solutions, ensuring the realization of an independent Palestinian state on the nineteen sixty seven lines with East Jerusalem as its capital, in accordance with the principles of international law and relevant Uan resolutions to desend, we hold the Israeli occupation fully responsible for the ongoing genocide and
the unpresented humanitarian catastrophe taking place in the Gaza Strip, and calls upon the international community, particularly the permanent members of the Security Council, to assume their legal and humanitarians possibilities and to take urgent action to stop Israel's illegal, aggressive policies aimed at undermining prospects for a just and lasting peace and eliminating any horizon for the implementation of the Two State Solutions, and ensuring immediate and antiability for
all violations committed by Israel against international law and international
humanitarian law, including those amounting to genocide. Finally, we also underscore the need to implement the outcomes of the High Level International Conference on the Peaceful Settlement of the Question of Palestine and the Implementation of the Two State Solutions held in New York, co chaired by the Kingdom of Saudi Arabia and the French Republic, including the urgent operational, time bound measures contained in this final Outcome Document to end the war in Gaza, and the implementation of a
political path to achieve the comprehensive peaceful settlement of the Palestinian Question and the implementation of the Two State Solution.

institutions of the UN, including the Security Council, and it has to shoulder its responsibility. And we appreciate the relatively cohesion and unity by almost everyone in the Security Council demanding Israel to stop this crime against the Palestinian people in Gaza Strip, but that is also in itself is not enough. Therefore, we are asking these institutions to take further steps to force Israel to comply with its obligation.
And the Security Council has tools available to it if they wish to act accordingly, but states in their national capacity can take also steps. I will give few examples of steps that have been taking place, not only from Europe, although Europe is important because it has an extensive relationship with Israel, such as the European Union is seriously considering maybe suspending, if not the agreement on trade war Israel, but certain parts of it, and it has other tools
available to it. So they are seriously considering that a number of countries, including Spain and others, decided, you know, to suspend military you know, export import with Israel. That is also very important. Germany took a step, maybe it's a modest, but it's a very important, you know step, by indicating that they will not send weapons to Israel to be used to kill the Palestinian children.
Now on the countries of the South, my.
Sister from Turkia, forgot to say that early on this aggression, they took managers to suspend many of their trade relationship you know with Israel and armed seirs. Colombia for example, ever the diplomatic relationship with Israel and decided not to send any of its call to Israel because they export coal and they have other relationship about you know, sending c to Israel. They suspended all these things. These are examples in which a growing number of countries are considering
taking you know, measures in their national capacity. And I think the momentum is getting bigger and bigger, and we need to succeed collectively from all these parts, including the different components of the United Nations, until we force Israel to comply with its obligation under the Charter of the UN, and also the legal systems of the United Nations, whether or the ICJ, the ICC. Although these institutions they move slowly,
but nevertheless they are also act acting. But I think what is really significant that Europe is now acting in a practical way and thinking in a practical way, in a fast way that should be complemented by all other countries in order to bring Israel into compliance. So we are now in the midst of this stage. We hope that we can succeed in not allowing them to execute
the plan that they declared. But this requires more efforts, more pressure, more mobilization, and this is a step, maybe a modest step, in this direction.
We have to stay the course.
And it is your duty because you referred to you know, Parescenian George lists that were assassinated by Israel and Gaza yesterday, which we condemned that in the strongest terms. And we hope that the international legal system would go after those who have committed these crimes so that they face, you know, the punishment that they deserve. But we need to intensify all of our efforts. We urge you to keep pressuring everyone.
You need to send large delegations of journalists to go to the Gaza Strip to see with your own eyes the reality of our people and the crimes committed.

We ask the Security Council to go and visit and to see with their own eyes the reality there. They are the independent parties. We do not trust the reporting of the Israeli occupying authorities about the reality in the Gaza Strip and the lie that there is no starvation. Everyone's saying is starvation. We lost more than two hundred people, about half of them are children because of starvation, and more I might lose their lives because of lack of food,
medicine and water. We have to intensify the pressure until the Israeli occupying authorities to stop these criminal policies and actions and to reverses to.

Maybe Ambassador Hassem and Assaid or can answer that, why not put pressure on the to call for a special meeting of the Security Council on the protection of journalists and why not also pressure to create the post of a special Envoy on the protection of journalists.

Thank you brother Siam. I would put it more broadly. I think the as Ambassador Readmansu will explain Israel's continued and persistent blatant violations of international law and its total disregard for uan Security Council and General Assembly resolutions on the question of Palestine and the impunity that it has enjoyed so far are being increasingly questioned by the international community. And I think you have seen the international confidence on
the two state solution and the question of Palestine. The will of the international community was clearly expressed and the thing, as the Ambassadory ADMNSUR was saying, now, it has to be the whole of system approach and response to this. The General Assembly has pronounced its position. It's now the big responsibility of the Security Council to also undertake and shoulder its responsibility. So you have heard the meeting that took place on Sunday, It was almost unanimous the call
that the Security Council must act. And I think for us, for Pakistan is a member of the Security Council, we cannot accept that we are later years later going to
be blamed that the Security Council did not act. So we are determined there are provisions in the Charter that enabled the Security Council to take this section, that enabled the Security Council to demand that Israel has stopped from taking those steps that it has announced, and we will be working together with other members of the Security Council to transform that collective expression that you heard in the Security Council on Sunday in terms of something more concrete.
You want to say something about the journalist, Thank you well.
I couldn't agree more with Ambassador Alsom and of course doctor Real and my colleague from Turkey about what is happening now. I think international law, the protections provided by international law for journalists is there. Having an extra meeting for it does not really necessarily add to this. Resolutions of the Security Council exist protecting journalists, humanitarian workers, hospitals infrastructure for Humanitarian work.
Resolution two four one seven on using.
Starvation and hunger as an act of aggression is there. Everything exists, it's about implementing it. It's about holding Israel to account. It's about the impunity that has persisted for eighty years. Now there comes a time when this needs to be stopped, and the time is now. We have reached point where the world's conscious has awoken.
It is also your duty.
I know many of you have been raising this issue in the press and in your organizations, but.
It's also the duty of you.
Your colleagues are being murdered in cold blood in front of your eyes, in front of the whole world. It is you that need to keep this issue in the media, in the consciousness of the world. So everybody has a responsibility here, including Member states, including the Security Council of course, but also the media, international organizations NGOs. Everybody has a responsibility and we need to live up to that responsibility.

You see that we do have expectations from everyone. We do not exclude anyone.
We respect the sovereign right of each state to act according to their calculations. But I am confident that the Arab and Muslim countries will step up to the plate.
There are huge things before us, including you know, the support.
To the return of the national authority to assume its responsibility in Gaza. We reject the Israeli occupation. We demand its withdrawal, and we have an alternative solution which is the outcome Document and the annex of the international Conference which was led by Saudi Arabia and France and from the Arab countries Muslim countries. Saudi Arabia speaks on behalf
of everyone. And as we see things unfolding, don't be surprised to see more steps to take place, including when the International Conference for the Reconstruction of Gaza, which requires tens of billions of dollars, to see more of concrete things to be brought to the table from many countries, including the Arab countries, that they have financial capabilities. If you want to ask an Arabic a question, in English can answer.
So, after these meetings you mentioned, and as Islamic and Arab groups, what's your next step within the UN to put more pressure on the specifically permanent numbers in the Secretity Council to act urgently.
We are continuing with our consultations with all members of the Security Council, including the President of course, and we are observing a more observation, but the observation of our friends in the Security Council that there is emerging cohesion and unity and outrage of what is really happening, and they are exerting tremendous amount of pressure in order to stop the killing, stop the military operations, to have a ceasefire,
permanent ceasefire, to force allowing humanitarian assistance to take place. We are closely observing the groupings in Europe in which they are making not only statements, but they're taking steps. For example, Norway, one of its big biggest funds that invests billions of dollars, maybe tens of billions of dollars in the Israeli economy, they are withdrawing, you know, their assets there.
That is a significant step.
Countries like the UK, Italy, Canada, Australia New Zealand deciding, you know, threatening Israel. If you do not stop this aggression, if you do not reverse your position on the plan, things will take place. Australia announced yesterday that it is going to recognize the state of Palestine.

I am referring to the discussion inside the twenty seven European countries composing the European Union on Trade on many relationship with Israel, and they are seriously considering taking steps. Of course, I know that the Arab countries and the OIC in the declaration that they issued, they made a lot of statements and you know they can take additional steps.
I am sure that they are considering these steps. But everybody is calculating very cautiously because they do not want to strengthen the relationship between one country that is so powerful that is really giving the protection to Israel. I guess everyone is trying to sort of find ways to separate the relationship between these two parties because that one big country is capable to exert pressure on them. That is the experience of Katar and Egypt as mediators with
this other country. In order to find ways to have ceasefire, you know, so everybody is. We are not interested, as I think my colleagues said, to have more resolutions in which we have money, including Resolution twenty seven thirty five. We want its implementation, but we need to find ways to convince one party to come closer to the global consensus that enough is enough.
The solution is not worse. We have another option.
We have an alternative option, and the alternative option was decided by the international community in the Declaration and the Annex of the International Conference on the Two State Solution, which will be resumed on the twenty second of September
in New York. So, therefore, while we see what is really happening, and we are playing a big role, all of us in maintaining it, in keeping united, not fragmenting it, is strengthening it, so that to try to find ways to have a crack between you know, the Israeli belligerent, vicious, criminal government and one state that is giving it protection quasi protection, because if we succeed in that issue, I think that that would accelerate many practical steps to be
announced by many countries, and then the Israel cannot withstand such a pressure from all of them. We are acting responsibly because if we do not act in that manner, it will cost our people tens of thousands killed, injured, and you know, expelled. Now, somebody might say tens of thousands of people of our people have been killed.
That is true, but it is now.
There's nothing that we can do about those who were killed, but we can do a lot about saving the lives of those who are still alive, and it is our responsibility to do everything possible in order to save their lives. I think we have enough, but we will keep you informed, okay. I cannot say no to you fatally.

of the international community on the Alternative plan. It is not our destiny, it is not the destiny of the Palestinian people to have an eternal conflict with Israel and to keep losing thousands of our children and women and our people on the hand of this war machine by Israel. It is our duty to convince everyone that there is
another alternative, the alternative of immediate ceasefire. As we see the millions, the hundreds of millions in all capitals are saying they want to save lives of the Palestinian people. Ceasefire now, that's their cry, and the leaders who are not yet convinced of that message should listen to everyone.
We should stop the fighting, We should stop the killing of the Palestinian people and then get to the business of ending this illegal occupation and allow the Palestinian people to enjoy freedom and dignity in their own independent state with East Jerusalem as its capital.

Is difficult, but that is the correct path, that is the moral path, that is the legal path, and we need everyone to contribute in their own way, including journalists. As my brother in know Tarik said, as you tell us what we are doing, and that is legitimate question
