Recently he has moved from a senior managerial Government design assessment position to a role in the private sector promoting excellence in development form and substance. Larry talks about 'Transfer Development Rights' (TDR's) and other means to facilitate master planning. Larry provides insights from both sides of the 'fence', what he has learnt in both Government and the private sector.
