Ben Smilowitz Ben Smilowitz founded the Disaster Accountability Project (DAP) after witnessing firsthand the failed response to Hurricane Katrina while managing a high-volume Red Cross Client Service Center in Gulfport, Mississippi. Motivated by the systemic breakdowns he observed, Ben launched DAP as an independent watchdog to address the root causes of disaster mismanagement and ensure that billions in humanitarian aid and relief funds are used effectively. Since its founding, DAP has played a critical role in improving transparency and accountability in disaster response efforts, from securing the release of millions in recovery funds post-Superstorm Sandy to highlighting emergency planning flaws at 19 U.S. nuclear power plants.
