Operation Snow White

The U.S. government along with 30 other countries were inflitrated by a group seeking to steal documents, displace members of goverment and eventually take over. In the U.S. alone at least 5000 people infiltrated. It is to this day the largest infiltration of the U.S. goverment. After it was discovered only 11 went to jail. Who was this group? How many are still secretly in the government? Why did they do it? Why is it never talked about or taught?
