Who Voted No?

Winnipeg has the honour of having the second highest expense account for a Mayor in Canada. The expense account is $1.8 million, just shy of number one Toronto, but more than Montreal or Vancouver's Mayors office. In Winnipeg, that expense account has limited accountability. A motion to make this expense account be transparent, matching what councillors must provide, was voted down at City Council. How can this be defended? Who voted NO to accountability of your money?
