For a month straight, San Diego’s gas prices have been steadily climbing. The average price for a gallon of gas Friday is $5.99 a gallon. But if state lawmakers agree to a proposal this week from California Gov. Gavin Newsom, car owners, transit riders and long-haul truck drivers could soon see some financial relief.
