According to Canadian immigration lawyer Stephane Handfield, it has been known for years that U.S. border agents in upstate New York are aiding and abetting illegal immigrants looking to enter Canada. Handfield told CBC that before the pandemic, clients of Haitian origin that he had represented told him this was happening.
