Russia’s war against Ukraine has undoubtedly transformed European security forever, but these developments are taking place in the context of wider regional shifts. While NATO and the EU are being strengthened, the continent is also seeing growing sub-regional security and defence cooperation, minilateralism and efforts at strategic autonomy.
