The New Testament is the NEW AGREEMENT God made after JESUS.
The Old Testament (law) was to prepare people for the coming of a COMPLETE COVENANT in the Messiah.
Even with the strictest of punishments in Old Testament, MERCY was allowed in almost every case.
The ransom is JESUS
