Pet adoption and overpopulation

State legislation requires all 88 counties to maintain a dog shelter, but in some instances, that is where the mandatory care for animals stops. Some people are hopeful, however, as individual municipalities are creating more animal care requirements and humane societies work for pet population control and humane treatment.
