The role of PCC has never been hotly contested, and it's probably fair to say the Conservatives consider it a done deal. Last time Mike nearly won, he nearly upset the status quo.
And whilst this should have been a warning, it changed nothing. Wiltshire is still under special measures and the service continues to fail the community.
