Systematic Failures: The Morgan Family Tragedy

On the evening of July 25, 1991, a call is made to 9-1-1 from a pay phone in Lancaster, Ohio. On the line, was 24 year old Matt Morgan, who calmly stated that shots had been fired at his family home on Briarwood Court. A short time later, Matt would walk into the Lancaster Police Station and tell the officers “I think I’m the guy you’re looking for”.
