Is PA's Cannabis Pardon Just Blowing Smoke?

For the rest of this month, people with non-violent cannabis convictions can apply for clemency through the “Marijuana Pardon Project.” But those charges generally come compounded with a slew of other ones. So realistically, how many people are actually going to benefit?
