How Houston Could Have Prevented Flooding in Beryl

Hurricane Beryl’s strong winds knocked out Houston’s power, but that was not its only impact. Neighborhoods in Northeast Houston also suffered flooding, even though Beryl wasn’t considered a major rain event.
