The Federal Maritime Commission released their detention and demurrage Notice of Proposed Rulemaking (NPRM)! There's a lot in it so I'll get you started with understanding it...

1 - Last week we covered the Unreasonable refusal to deal or negotiate w/r/t vessel space accommodations - there are still only TWO COMMENTS FILED. Comments are due NEXT WEEK, Oct 21. There is a request for extension, but it might be unlikely to be granted. Get ready to file for Oct 21st. 


2 - The Federal Maritime Commission quietly released their detention and demurrage rulemaking last Friday - it's now on regulations.gov - it's a continuation of the Advance Notice of Proposed Rulemaking (ANPRM) from last spring - so don't be surprised to see 80+ comments. There is only 1 new comment, and it was filed anonymously... there will be more. We have 60 days to file comments!
