Based on Likutey Moharan lesson 24: How the key for the Shekalim donation was to activate the joy resulted in the korbanot - sacrifices and the ketoret - incense, and for this reason it was an obligatory tax per head, and this is necessary to prepare us for the joy of Purim which is the key for everything else etc.
