This greatly expanded since that time permitted the General Assembly to exercise these pop sorry, to exercise the powers of the Security Council. So now the General Assembly and the Security Council get to do the same thing. I bet you didn't know that the Government of the United States recognizes the illegally amended Charter as the law of
the land, sorry, law of the world, overriding our constitution. The General Assembly has for years been making the law of the world by ratifying resolutions by a two thirds majority vote. What's two thirds? Everybody? Sixty six point six percent? Right? Uh huh? What's that? Leave three three three? Right? Thirty three point three. Of course you can let that decimal go on forever, because it's not it's not a whole number. It's
an irrational, irrational whatever. Okay, When the resolution is, when the resolution is ratified, it is sent down to the Chief Executive of the Member Stay and the executive is obliged to accept and carry out the provisions in the resolution. The governments concerned must ignore, abolish, revise and rescind laws in their territories which conflict with the resolutions of the General Assembly, and to pass
other laws which will put these resolutions into force. Within just a few minutes, Jennings tied together the blast terrorist organizations, the Michigan Militia, Linda Thompson, Randy Weaver Waco, and a supremacist that was executed in Varner, Arkansas. The Anti Defamation League, which is really the Defamation League folks, was quoted from their article in the militia as well. All of the pure pedals
came across just as we would expect it to. The militia will be demonized in the press, is what I Remember are you having said time and again with lie upon lie and half truth upon half truth. And he's right. I called it one right on the nose, he continues during Jennings Act, and article from today's newspapers was shown on the screen. I haven't closed that article, and I've marked a portion that ABC flashed on the screen as a The very next sentence in the article, which I have marked b was not
shown at all. Curiously, I've just read the whole article, not fifteen minutes before the Jennings Act came on the idiot box and post. That article talks about this guy that was executed, Varner Arkansas, was supposed to have killed a man who was a Jew. And it says it right in that paragraph that they showed on the Peter Jennings set this act. Now, Peter Jennings knew this full well. In that newspaper article, the very next paragraph
stated that the man definitely was not a Jew. He was an Episcopalian. So you can see how you're being lied to, and see how Jews are being pitted against everybody else. Blacks are being pitted against whites, and Jews and Koreans and whites are the bad guys, and all of this stuff this is Hegel and Karl Marx would just be hugging each other, would glee if

And at the same time, we have hundreds and hundreds and hundreds of tanks and rocket launchers and military vehicles that used to belong to the Soviet Army coming into this country and they're being stockpiled all over the nation. And the location of most of these things are not anywhere near where training is conducted with this type of vehicles. Why is it the small eight seat planes fly in and out of the Saint John's Airport with East German pilots filling all the seats. They're not learning to fly, ladies and gentlemen. Moreover, by generating information which can be easily shared and discussed among participants, the Open Skies
Treaty will avoid the difficulties offer encountered in working with restricted information. Second, the treaty nails down the key principle of full territorial openness. All the territory of all the participants will be open to observation, including specific typically all the territory of states which formerly restricted large portions of their territory on grounds of national security. Third, the treaty dramatically advances the tools available for confidence building.
Over the past two decades, the array of confidence building measures has expanded steadily now. The Open Skies Treaty adds to this tool kit detailed procedures for aerial observation with agreed censors, predetermined quotas, and no right of refusal that includes US can't refuse them apply over. It also establishes a new framework for contacts,
cooperation and consultation among participating states. It also says that if we have better reconnaissance imaging capability, that we must give all of the other nation states who are participating the Open Skies Treaty the same technology, whether they have it or not. The Open Skies Treaty provides that all of the territory of participating states must be into observation. No exceptions are permitted for national security purposes.

a constitution for the Federation of the World, which shall be submitted to each state for ratification. The peroration of the preamble may well turn out to be the accepted formula of American thought. democracy the positive assurances of the incorruptible utility of their sacrifice unquote. the sovereignty of individuals. It is under the threat of hostile and foreign powers that policy elites are able to introduce stringent conformity and authoritarian police methods in their own states. in their own laws. I believe creative participation in the establishment of global institutions will minimize the risk of catastrophe and totalitarianism, and that the continuation of the
nation state system on its present course increases the possibility of both. The details of the global institution can be spelled out only in principle, complete and general disarmament, some kind of effective peacekeeping, third party resolution of political disputes, some form of global taxation, standards for preserving the environment, and making certain there is access for ordinary individuals and smaller groups to participate in important political and
social decisions. It is clear that in order to achieve these principles by the end of the century, we need a transition strategy that means setting up concrete
political goals for a global movement. I would suggest the following for the next five to ten years, not necessarily in the order our priorities, change the life expectancy of the Third World inhabitants from its present forty five to fifty years to the seventy to seventy five years that individuals born in the industrialized societies enjoy.
This probably means a greatly expanded World Health organization, world food reserves, perhaps the right to food for all individuals, and the organization of medicine in much different ways than we now conceive of it. In other words, supposed rampant total socialism, maybe even falling into communism, and to continue eliminate the practice of Apartheide and discrimination based on race as a national policy are in fact
criminal, they should be subject to criminal laws. Developed. Modestly sized world police forces with the capacity to intervene in civil wars of the size and ferocity that have occurred in Indonesia, Somalia, Bangladesh, Nigeria, Burundai to deal with a cross boundary incursion is also well within world community potential, and so is the ability to move from the present two hundred and fifty billion dollars a year being spent annually on arms to about twenty five billion a year by nineteen
ninety, graduating the decrease over this period of time. Eliminate war as an institution.
