Increasing difficulties in recruiting soldiers forces Congress to compel states to conscript soldiers for the 1780 campaign, leading to complaints of a standing army.   Pennsylvania passes the first state law abolishing slavery over time. While the law begins the process, it would not lead to a single slave being freed under the law until 1808.
