Is President Biden really mentally stable?

Have you ever noticed when President Biden is speaking he cannot say a full sentence clearly? I have and it's very clear to me the White House is trying to prevent him from taking questions from reporters at events and press conferences. Also, the White House has stopped the live stream feed of him speaking at an public event at most five times.
