In Europe, NATO's foreign ministers are wrestling with how to supply Ukraine with the weapons and equipment it needs to survive a harsh winter at war. Led by US Secretary of State Antony Blinken, the ministers pledged solidarity and $53 million to bolster its electrical systems, and condemned Russia's targeting of civilian populations.
