Andrew Weiss is the James Family Chair and vice president for studies at the Carnegie Endowment for International Peace overseeing research on Russia and Eurasia. He previously served on the National Security staff and at the State Department. In this episode, he describes what makes the Kremlin tick, how hard it is for a Russia outsider to apprehend the truth and where Putin has made strategic blunders.
